Thanks to indefinite counting going on after Election Day, Kamala Harris’ popular vote is now at over 75 million, quietly creeping up from the initial counts. With compromised voter rolls anything is possible. That number may be used to justify a compact that looks like interstate collusion. Would it be constitutional?
